With over 3,000 food service establishments across Lucas County, the Toledo-Lucas County Health Department (TLCHD) plays a critical role in ensuring that food is prepared and served in safe, clean, and healthy conditions. In line with its commitment to public health and the prevention of foodborne illnesses, TLCHD is launching a new initiative to bring non-compliant food service operations into compliance.
As of April 28, 2025, more than 100 food service operators – including restaurants, mobile food vendors, cafeterias, and other food establishments – are operating without a valid food service license. This violates Ohio Administrative and Revised codes and may pose a serious risk to public health.
To address this concern, TLCHD will begin posting highly visible placards at the entrances of unlicensed food service establishments. These placards will clearly indicate the specific state law(s) being violated and detail the steps required for the establishment to achieve compliance. This measure is designed to inform the public while encouraging operators to take prompt corrective action.
Additionally, TLCHD will post and regularly update a public list of unlicensed and non-compliant food service operators on its website at lucascountyhealth.com/food-safety. This transparency initiative empowers consumers to make informed decisions and supports the department’s ongoing mission to uphold food safety standards throughout the county.
To avoid further legal action, these facilities must be paid in full by the end of the business day, Friday, May 2nd.
The Toledo-Lucas County Health Department is committed to working in partnership with all food service operators. TLCHD staff routinely provide guidance and support to help businesses understand and meet regulatory requirements. However, these enhanced enforcement efforts are necessary to address those establishments that continue to operate outside the law and compromise public health.
