Health Department Moves Forward with Purchase of New Facility

The Lucas County Regional Board of Health has submitted a contingent offer to purchase the building at 1933 Spielbusch Avenue from the Diocese of Toledo. This proposed acquisition marks a major milestone in the Toledo-Lucas County Health Department’s plan to relocate from its current, long-outdated location.

The health department’s current building has faced significant infrastructure issues for more than a decade, including persistent water leaks, HVAC system malfunctions/failures, noncompliance with ADA standards, and electrical hazards—conditions that have repeatedly disrupted services and impacted departmental efficiency.

“This acquisition is a strategic investment in the future of public health in Lucas County,” said Karim Baroudi, Health Commissioner. “It will allow us to continue serving the community—now in a clean, safe, and accessible facility that meets the needs of our staff and residents.”

The department’s offer for the Spielbusch Avenue property is contingent on standard conditions such as inspections, financing, and clear title transfer. Upon approval, TLCHD will begin planning its transition to the new location, which will house more than 100 essential public health programs—including immunizations, communicable disease prevention, environmental health services, and vital records. “This is about more than a building,” Baroudi added. “It’s about protecting the health of over 425,000 residents across Lucas County and maintaining reliable, high-quality, public health services.”
