The Toledo-Lucas County Health Department is proud to announce the appointment of Lawrence Ellis Monger Jr., M.D. as Medical Director, effective March 10th, 2025.

Originally from Indianapolis, Dr. Monger has a distinguished 30-year career dedicated to providing high-quality care to diverse populations. His areas of expertise include diabetes management, early disease intervention, obesity management, and addiction medicine. With a deep commitment to compassionate and expert patient care, Dr. Monger has worked tirelessly to improve health outcomes and address the critical health needs of the communities he serves.
Throughout his career, Dr. Monger has held multiple medical positions, including serving patients at the University of Toledo Medical Center, Van Wert Medical Centers, and Wood County Hospital. Most recently, he served as Medical Director at Brightview Addiction Treatment Center, where he provided leadership in addiction medicine. He currently operates a primary care practice affiliated with The Toledo Clinic.
Dr. Monger is board certified through the American Board of Internal Medicine. He earned his undergraduate degree from Carleton College in Minnesota and his medical degree from Case Western Reserve School of Medicine in Cleveland. He completed his residency training at the University of Minnesota and served as a General Medical Officer in the U.S. Army for five years, with assignments in Washington, D.C., Bamberg, Germany, and Ft. Lee, Virginia.
“The importance of establishing a relationship with a primary care professional is key for improving the overall state of healthcare here in Lucas County. Whether we are trying to improve maternal health, decrease sexually transmitted infections, reduce diabetes prevalence, or simply make us a healthier community, a relationship with primary care is key. One of my first goals is to foster long-term connections between health consumer and clinician. We have a wide array of provider options in Lucas County. I hope to work with all of them to improve these connections.
